The Right to Information Act,2005 (RTI Act) is one of the most powerful tools available to Indian citizens
to promote transparency and accountability in government functioning. It
empowers individuals to seek information from public authorities. However, many
applicants face situations where their RTI request is either denied, ignored,
or inadequately answered. In such cases, the law provides a structured appeal
mechanism — including the Second Appeal, which is the final stage under
